Denmark’s military intelligence service expects Russia to further intensify hybrid operations against NATO and Western countries over the coming months.
In a new unclassified threat assessment published on 24 September, the Danish Defence Intelligence Service (DDIS/FE) assessed that Russia is likely to escalate its hybrid activities and said there is a low but increasing risk of a limited military attack against a NATO country, even while the war in Ukraine continues.
The service continues to regard a full-scale invasion of a NATO country as unlikely, but says such a scenario can no longer be completely excluded. Hybrid activity can include sabotage, cyber operations, influence activities and military actions deliberately kept below the threshold of conventional war.
NATO’s Supreme Allied Commander Europe described the assessment as concerning but said the Alliance has the capabilities and mechanisms needed to manage the risk. Moscow has repeatedly denied involvement in sabotage or hybrid warfare against NATO countries and says it is not seeking a military confrontation with the Alliance.
